Bernard is a qualified procurement professional with extensive commercial and contractual management experience. Bernard has provided strategic commercial advice, supplier relationship management expertise, tactical procurement support, cost analysis, and cost reduction programmes to multi-national corporations in the UK, Europe and North America across a broad range of sectors; and to central government bodies most notably in the Transport sector including the Intercity Express Programme and HS2’s Rolling Stock procurements.

An advocate for change, equality and diversity, and the adoption of best practice, Bernard has built, developed and led multi-disciplinary teams comprised of financial, legal, operations, project management and technical specialists. Bernard has a track record of delivering complex large scale, high-profile, multi-£bn projects on time, to specification and below budget.
